New Procurement Regulations for Concession Contracts The Crown Commercial Service (CCS) issued a Procurement Policy Note announcing that the Concessions Contracts Regulations 2016 and the Utilities Contracts Regulations 2016 have been laid in Parliament and will take effect from 18 April 2016. Whilst the Utilities Directive applies only to contracts let by certain utilities authorities (and therefore not be relevant to the education sector), the Concessions Contracts Regulations 2016 applies to all contracting authorities when they procure concession contracts that exceed EURO 5,225,000.
The definition of a concession contract is explained in more detail on The Further Education Library of Procurement (FELP) and, once issued by CCS, guidance on the changes to the Regulations will be available on FELP.
