This fully compliant EU tendered framework is designed to enable institutions to find a contractor with the capability, competency and commitment to deliver a broad range of minor works projects.

A ’minor work’ is a capital project that costs less than £500,000 (excluding VAT), some examples of are:

  • Minor works schemes that meet inescapable statutory requirements such as Health and Safety, Fire Protection and our statutory obligations (for example, under the Disability Discrimination Act)
  • Essential minor works to ensure the integrity and suitability of the estate
  • Curriculum based minor works schemes that would meet currently unmet needs in institutions
  • Minor works schemes where an application has been made for a contribution towards capital works.

This is the only education focused framework of its type in the UK and has been specifically designed to reflect the minor works needs and objectives of institutions in the sector. Framework contractors can deliver a wide range of project types through this agreement, including (but not limited to):

  • External building fabric repairs and maintenance
  • Gutters, fascia, downpipes, roofs, render, brick, stone, windows and doors
  • Internal building repairs
  • Vandal damage, water damage, repairs to windows, windows, replacement
  • flooring, kitchen and toilet area repairs, redecorations and minor alterations
  • Selective interventions throughout an existing building
  • Small internal building refurbishments and alterations
  • New and refurbished kitchens
  • New and refurbished toilet areas, changing rooms, shower rooms and cloak rooms
  • Fire protection works (doors, ceiling voids, escape doors)
  • Classroom and teaching area refurbishments (new ceilings, lighting, partitions, wall openings, flooring, fixtures, doors and sinks)
  • Office area alterations and refurbishments
  • Flood and fire damage repairs
  • Disabled access upgrades – ramps, handrails and doors
  • Small extensions
  • Kitchen blocks and toilet blocks
  • Associated mechanical and electrical (M&E) provision
  • Classroom extensions
  • Alterations and remodelling

It was awarded on 1st July 2019 and runs to 30th June 2021.

The regional lots will allow you to engage with local contractors, ensuring your projects deliver benefits in the local economy such as investment in skills and training, minimising the impact of the works on the environment, creating work opportunities for local people and supporting local businesses. A local supplier may also offer benefits such as project control, flexibility and responsiveness
  4. The contractors have a strong track record of delivering initiatives and solutions for members and have a desire to achieve social value outcomes such as: training opportunities, work placements, apprenticeships, careers talks, use of local labour and supply chain
  5. Contractors will also offer guidance, advice and knowledge sharing to help you achieve greater value from your minor works requirements
  6. You will avoid lengthy, costly and often fruitless tender processes. All requirements will be subject to further competition so you will be better able to ensure and demonstrate that best value has been sought and achieved at all times. All contractors have been assessed across a range of relevant criteria including Health and Safety, Pricing, Quality Management, Waste Management, Safeguarding, Mobilisation, Innovation, Project Management and Trade Specialisms. Each contractor on the framework possesses the requisite policies, procedures and processes necessary to successfully deliver your requirements

How can I use this Framework

A further competition template is available to support you through a further competition process for your minor works requirement. You can tailor this document (taking into consideration any advice and guidance provided) to communicate your requirements to the framework suppliers. The template is provided within the User Guide and within the Associated Documentation section below.

Projects will be awarded to the successful contractors on the basis of a further competition between the framework contractors on the relevant Lot. A process map of a typical further competition process is provided within the User Guide.

When you initiate a further-competition you will issue an invitation to participate to all framework contractors within the relevant lot, inviting them to submit a quote for the provision of the Call-Off works.

The mini-competition documentation, should include as a minimum::

  • The quote ID reference
  • Details of the project
  • Details of the required works/services
  • Project programme
  • Form of contract to be used together with any amendments
  • A deadline for the submission of quotations (timescales should reflect the relative complexity of the works and the time required to submit quotations)
  • The mini-competition award criteria and the manner in which the criteria will be applied
