This is the first framework of its type in the UK specifically focused on Fire Safety Systems. Whilst it has been centred around the needs of the education sector it is also available to the wider public sector.

The framework will serve as a route to market for any members with a supply and install, servicing, or maintenance requirement for the following types of Fire Safety Systems. (please note this list is not exhaustive):-

  • Fire Alarm Systems (Conventional, Addressable, Analogue Addressable and Wireless)
  • Input/Detection Devices (Smoke, Flame, Heat, Carbon Monoxide, Multi-Sensor and Manual Call Points)
  • Output Devices (Warning System/Bell Relays, Door Holder Relays, Auxillary Relays, Loop Sounders)
  • Fire Sprinkler and Suppression Systems (Sprinkler, Gas, (FM200), Kitchen Fire Suppression, Water Mist)
  • Emergency Lighting

  3. Full compliance with all relevant legislation and technical standards - All framework contractors are compliant with the principal pieces of legislation which govern fire safety in the UK:-

    • England & Wales - The Regulatory Reform (Fire Safety) Order 2005
    • Scotland - The Fire (Scotland) Act 2005 & The Fire Safety (Scotland) Regulations 2006
    • Northern Ireland - The Fire and Rescue Services (Northern Ireland) Order 2006 & The Fire Safety Regulations (Northern Ireland) 2010

    Furthermore, all goods, works and services supplied to users will be delivered in accordance with all relevant British, European and international Standards for fire safety systems or products.

  4. Technical guidance and support of experts - Users of this framework may lack the in-house expertise or technical skill to determine the most appropriate fire safety system options for their institution. Users of this framework will therefore benefit from the technical support and guidance of industry experts with a proven track record of delivering economical and robust solutions for the education sector
  5. BAFE Accredited Contractors - All contractors appointed to the framework have been accredited to carry out fire safety system works by BAFE, an independent registration body (accredited by the government body UKAS) for third party certified fire protection companies across the UK. BAFE develops schemes to support quality standards for fire protection companies to achieve and become third party accredited. This independently acknowledges their competency to provide specific fire protection services. The framework contractors are also fully compliant with all relevant UK fire legislation and standards.
  6. Safeguarding and DBS - All framework contractors have been assessed and evaluated in terms of their approach to safeguarding. The framework contractors understand the importance of delivering high quality and safety driven services, whilst recognising their duty of care to protect customers (students, staff and the general public) and employees from foreseeable risks associated with working on site
  7. Regional Sub-Lotting - Social Value - The framework has been sub-lotted by region for a number of reasons. Breaking down frameworks into distinct smaller regions gives better opportunities to SME's and will ensure that the social value benefits generated from a project are retained within the region. Equally working with locally based contractors allows for a more quality driven and responsive service from framework contractors.
  8. Support and assistance from CPC Contract Manager - Users of this framework will be supported and assisted by a dedicated contract manager to resolve any queries and issues that arise during the course of the agreement.
  9. Detailed User Guides and Further Competition templates - A range of guides and templates will enable users of the framework to comprehensively articulate their requirements to the framework contractors.
  10. Equipment framework via NEUPC - One Stop Shop for all Fire Safety needs: Users with a requirement for fire safety equipment (eg: extinguishers, blankets, hoses, reels etc.) can now access a fully compliant framework from our colleagues at NEUPC.
How to Use

Users of this framework will be required to undertake a further competition to determine the best value offer from their regional suppliers. A further competition template (complete with advice and guidance) is available to members.
