This tender is a continuation of the highly successful previous framework (Estates and Facilities). Whatever your requirements the framework suppliers will be able to deliver the right product of the quality to the right place at the right time and the right price.

On this new framework we have also incorporated direct award options to reduce the time you spend in procurement processes.

It was awarded on 1st April 2020 and runs to 31st March 2023 with a possible extension to 31st March 2024.

How can I use this Framework

The framework can be utilised via one of the three following options:

  • Direct Award (2 options): This method can be used where all the terms and objective conditions (award criteria) are set out within the procurement documents to allow you to make a decision for award of the contract. This choice must be made based on the objective criteria laid out and you cannot introduce new or amended criteria.

      Desktop Exercises:-

      • 1. If the weightings laid down in the evaluation process DO reflect the requirements of the institution and if the prices/terms are sufficiently precise for the institution to clearly identify who offers the best value for money they can select the best price for their requirements from the supplier price lists to determine the overall most economically advantageous tender by using the desktop calculator.
      • 2. It is anticipated that a direct award may be used in occasional instances of urgent need and/or a one-off need. For this purpose the institution will select the best price for their requirements from the supplier price lists to determine the successful bidder.
    • Mini Competition (single option): If your requirements are not reflected in the evaluation process, you are required to invite all suppliers on the relevant framework lot to submit pricing for your requirements. You will be able to adjust the quality requirements on the desktop calculator accordingly. This can be done each time a reasonable duration subject to performance and mutual agreement.
