Key Benefits of this Framework

  1. Advantageous pricing based on economies of scale from aggregated spend
  2. Reduced administrative effort and associated cost savings
  3. You have the ability to call off from the agreement as and when required rather than needing to undertake a full tender process

How can I use this Framework

The framework can be utilised via one of the three following options:

  • Direct Award - Where your requirements meet those outlined in the original tender documents, you may choose to contract directly with the highest scoring supplier. You may choose to award ad hoc or for a longer term arrangement. Orders should be placed in writing quoting your purchase order form and referencing this framework agreement. Framework terms and conditions or your own terms and conditions should also be sent, and minot points negotiated where appropriate. If the highest scoring supplier is unable to provide for your requirements you would then move on to the second highest scoring supplier, then the third etc.
  • Direct Award through Desktop Calculator - Where time is of the essence and terms do not require amendment of additional conditions, you may amend award criteria to reflect your requirements by a maximum of 20% of the criterion. Please see the desktop calculator for additional for additional information. The calculator will inform you of which supplier you should direct award to, and then the guidance for direct award above should be followed.
  • Mini-competition - You may choose this method where requirements set out in the framework agreement are not sufficiently precise. You should invite all suppliers capable of meeting your requirements (e.g. they are on the lot you require) to bid for your opportunity. You should apply the framework criteria (additional criteria should not be included), and may amend the weightings (by a maximum of 20%) to align with your requirement. Suppliers outside of the framework cannot be part of your competition. You should draw up an Invitation To Tender and evaluate on the basis of MEAT (most economically advantageous tender), questions asked to suppliers within the framework tender process should not be repeated.
