Description

This Dynamic Purchasing System (DPS) has been created so our members can procure utilities directly with reputable, reliable and competitively priced suppliers. 

The DPS has been created in partnership with Sustainable Energy First (SE First), the sole supplier on our Utilities Supplies & Services framework, allowing members to utilise a full process for purchasing utilities, from consultancy through to contracts with energy, water, and meter services suppliers.

The scope of the agreement provides Fixed, Flex and Portfolio procurement options for Gas and Electricity, Fixed and Portfolio Water procurement, and Meter Operator Services (MOP) DC/DA and AMR metering contracting options, as listed below:

Energy

  • Flexible offering, Aggregated & Risk Managed Gas
  • Flexible offering, Aggregated & Risk Managed Electricity
  • Fixed Price offering, Gas
  • Fixed Price offering, Electricity
  • Portfolio offering, Gas
  • Portfolio offering, Electricity

How to Use

All engagement must go through SE First, via the dedicated mailbox cpc@sefirst.com or via telephone 08451 463 626.

How can contractors apply to be included on the Utilities DPS?

The DPS is being managed through the MultiQuote platform (Ref: CA15344), interested parties will need to create an account for their organisation (if not already setup) and then navigate to the opportunity using the project reference via the “Opportunity Search” tool on the dashboard.

Once located, interested parties will then need to download and complete the “Utilities DPS - Invitation to Participate (ITP)” document and related appendices. Once complete, all documentation should be uploaded and submitted to the portal. All applications to the DPS will be evaluated within 10 working days of receipt. Bidders should take note of the checklist included within the ITP document and ensure all necessary documentation has been submitted with their application (failure to submit in accordance with the checklist may result in the application being rejected or delayed).

Important Procurement Act 2023 requirement

It is very important for CPC members to register on the new Find a Tender Service to create your organisation’s unique procurement identifier, known as an API Key. You then need to add the API Key to your profile on our MultiQuote eSender portal to run compliant mini competitions for our frameworks. It is a requirement under Procurement Act 2023 that relevant notices are published to the Find a Tender Service and MultiQuote can only publish your notices if you have added your API Key.
