Mark Pearson becomes Learning & Development Lead

Published

By Toby Belshaw

We are delighted to welcome Mark Pearson to our People Development team as Learning & Development Lead.

He will be responsible for improving the knowledge, skills and advancing education and research in procurement across our employees and members of our charity. Mark will be working in his new role on Tuesdays through Thursdays and, in his spare time, will continue to volunteer in the Greater Manchester community with charities and public sector bodies.

Mark’s priorities for the next 12 months:

  • Working with our internal Procurement Reform Task Force, ensuring that employees, CPC members and suppliers are effectively supported on their journey to procurement compliance by delivering appropriate materials, training, support and guidance on the new Public Contract Regulations (as introduced by Procurement Act 2023).
  • Working with leadership/management to identify skill gaps and deliver training to enhance team and individual performance.
  • Designing and delivering an internal competency development programme for procurement.
  • Continuing to support and provide training to the Procurement Advisory Groups (PAGs).
  • Evaluating and sourcing fully funded training programmes for our members.

About Mark:

Mark is a chartered procurement professional with 35 years experience, the last 15 of which have been in the public sector.  He started his career in private practice as a chartered quantity surveyor, concentrating on procurement and contract law within the construction industry, before moving into general procurement and requalifying in public sector procurement law and practice in the 2010s. Mark joined the CPL Group from Trafford Council in 2019, where he had spent a number of years in a similar procurement training/development role within its shared procurement service. He has enjoyed the last four years in our Tenet team, putting into practice that which he previously encouraged and supported others to achieve.

Mark has worked in the UK, Asia and mainland Europe, gaining an appreciation of working practices in other cultures, and found his initial 20 years in the construction industry to be a great foundation for approaching the wider public sector procurement world from both a pragmatic and legal perspective. During his time working with the CPL Group, he has supported colleagues with their development, sat on both the North West and UK-wide Procurement Advisory Groups (PAGs), and you may have seen him online delivering the first two of a series of PAG Presents seminars on key aspects of procurement practice.
