We now offer dynamic purchasing systems to help you procure goods and services for your institution.

What is a Dynamic Purchasing System?

A DPS is a procurement tool for works, services and goods. It is similar to a framework agreement but new suppliers can apply to join at any time.

How does a dynamic purchasing system work?

A DPS is run using a two-stage process. Firstly, during the initial setup all suppliers who meet the set criteria are admitted on to the DPS and there is no limit on the number of suppliers. The second is when contracts are awarded. The contracting authority (in this case, a CPC member) invites all suppliers on the DPS or within the relevant category on the DPS to bid for the contract. The CPC Sourcing Cloud tendering platform will be used for DPS competitions to ensure all procurement processes are compliant and fully auditable.

Dynamic purchasing systems vs frameworks – what is the difference?

We've listed some of the key differences between a framework agreement and a DPS:

Why should a supplier apply to be on a CPC DPS?

  • Suppliers don't have to demonstrate suitability and capability every time they wish to compete for a public sector contract
  • A DPS is more accessible for small and medium-sized enterprises
  • Award of individual contracts can be quicker than under some other procedures
  • A DPS remains open to new suppliers throughout the agreement. This enables suppliers who may not meet the selection criteria when a DPS is established to review their processes, finances and capabilities and apply at a later stage
  • A supplier who fails the exclusion or selection stage can reapply later if circumstances have changed (for example if the supplier has new skills or experience)
  • A supplier may apply for all the lots they are suitable for
  • Any supplier who meets the selection criteria must be admitted to the DPS
  • The DPS will be actively promoted to all CPC members increasing the opportunities for contractors to win business
  • All applications to the DPS will be evaluated within 14 calendar days

Why should CPC members use a dynamic purchasing system?

  • Your local supplier can apply to be on a DPS at any time so you can get quotes from them and compare them with other suppliers that have passed a vetting process
  • A DPS will save you time as CPC has already done the due diligence on the contractors, including:
    • Financial stability checks
    • Health and safety record and process checks
    • Environmental management checks
    • Quality management checks
  • They encourage competition enabling you to demonstrate value for money
  • A DPS can be broken down into a number of different categories to enable you to procure a wide array of goods, works and services
  • All further competitions will be undertaken using the CPC Sourcing Cloud tendering platform to ensure all procurement processes are fully auditable
