New and improved Grounds Maintenance Framework to deliver social value to members

CPC’s previous Grounds Maintenance framework agreement expired in November 2020. CPC Members spent £4m on a wide variety of Grounds Maintenance requirements during the lifetime of the agreement. CPC believe that we should be at the forefront of all frameworks and services provided to our membership and for a strategic and important service such as this, need to be more involved with the marketplace. CPC has continued to build on the successes and lessons learnt to deliver to its members a robust, up to date and value-adding framework agreement, capable of meeting a broad range of Grounds Maintenance requirements.   

Therefore, following the review of the previous framework. CPC has now engaged with the market and its members to ascertain latest information from all sides to incorporate into the framework. This especially includes more detailed safeguarding requirements for suppliers and the need to deliver social value to members and their local communities. 

A tender process was undertaken to deliver a new framework to our members to ensure new and old Members alike can compliantly procure Grounds Maintenance Services for their individual requirements. There has been a significant uptake of the service during the last year hence the anticipated value for the new framework is approx. £12m over the next 4 year period. 

The general types of services that this framework will cover include but are not limited to the following elements: 

  • Parks and green space management

  • Grass cutting

  • Turf maintenance

  • Border maintenance and planting, including pruning, feeding and weeding and pest/disease control

  • Weed and vegetation control

  • Pesticide/weed control application

  • Seasonal planting and maintenance

  • Hedge and tree work 

  • Nature conservation

  • Surface cleaning incl. hard surface and tarmac areas

  • Playground equipment maintenance

  • Winter services

  • Leaf collecting

  • Litter picking including sharps

  • General grounds requirements

  • Fence line maintenance

  • Tree maintenance (immature & mature)

  • Fine sports turf incl. pitch marking and maintenance incl. scarifying, spiking and harrowing of sports fields

  • Other outdoor non-synthetic sports surfaces (there is a CPC framework that covers the maintenance of synthetic sports pitches which can be found on our webpages).

Members accessing this framework will achieve further framework benefits including:

  • Opportunities for early supplier involvement to manage risk and improve outcomes

The framework will allow members to engage quickly with competent, capable and committed suppliers and will remove many of the obstacles that members may face when using traditional tendering methods or other frameworks. Members utilising this framework agreement may wish to submit individual requirements or multiple requirements for a given period. 

The CPC's framework agreement for Grounds Maintenance offers 18 specialist grounds maintenance suppliers over 13 regional lots. It allows members to procure a full range of services. 

The framework launched on 23rd November 2020  and runs to  22nd November 2023 with the option to extend by 1 year to 22 November 2024.
