New CPC Security Services framework launched

CPC are delighted to announce the launch of our brand-new, EU compliant Security Services framework. It launched on Monday 13th April 2020 and builds on the successes and lessons learnt from previous iterations of this framework. We have worked closely with stakeholders to develop the most robust and comprehensive service offering as possible and the specification for this framework has been subject to extensive consultation with Estates and Facilities Officers across the CPC membership base.

The framework will serve as a route to market for any member with a requirement for the following types of security services (please note this list is not exhaustive):

  • Manned or Static Guarding
  • Mobile Patrols
  • Key Holding Services
  • Canine Services (Sniffer & Security Dogs)
  • Events/Ad-Hoc Security
  • Escort Services
  • Security Reviews & Consultations
  • Alarm & Incident Response
  • CCTV Monitoring
  • Hand-Held Metal Detection and/or Walk-Through Metal Detectors

The framework allows members to engage quickly with competent, capable and committed contractors and removes many of the obstacles that members may face when using traditional tendering methods or other frameworks. Using this framework, members can engage the services of contractors with a wide range of in-house specialisms and expertise. Through a single contractor relationship to deliver all requirements, members will create efficiencies and synergies in terms of time, quality and cost.

Fully vetted and approved contractors

Also, all appointed suppliers are SIA Approved Contractors. The Approved Contractor Scheme (ACS) provides a recognised hallmark of quality within the private security industry. ACS companies are rigorously assessed against over 80 performance indicators across nine essential criteria, helping buyers to make decisions that are based on quality and value.

Engaging with local contractors

The framework has been divided into 12 regional lots which allow members to engage with local contractors, to help ensure contracts deliver benefits to the local economy such as investment in skills and training, minimising the impact of the services on the environment, creating work opportunities for local people and supporting local businesses. A local supplier will also offer benefits in terms of project control, flexibility and responsiveness.

Contract award flexibility

Members utilising this framework will also benefit from additional flexibility around contract award with both further competition and direct award mechanism available. We always advise members to undertake a further competition to identify the best value offer where possible, but where time is of the essence, the new direct award feature will allow members to quickly respond to urgent security issues.

Using the framework

We understand that many institutions are currently not operating in the normal manner due to the COVID-19 pandemic, however, this situation may present opportunities for officers responsible for security to assess their requirements and current provision without the usual pressures and demands of usual business operations.
