New Janitorial and Cleaning Supplies framework

CPC launched a new framework on 1st April 2020 which will meet the Janitorial and Cleaning Supplies needs of CPC members. The framework will allow members to engage quickly with competent, capable and committed contractors and will remove many of the obstacles that members may face when using traditional tendering methods or other frameworks. When utilising this framework agreement, members will be looking to work with a single contractor capable of delivering their Janitorial and Cleaning Supplies requirements. It is anticipated that this single relationship between client and contractor will create efficiencies and synergies in terms of time, quality and cost.

The agreement launched on 1st April 2020 and will run until 31st March 2023 with one possible 12 month extension.

The services provided are across five lots:

  • Lot 1 Cleaning Chemicals

  • Lot 2 Janitorial Supplies

  • Lot 3 Refuse Sacks

  • Lot 4 Supply of Toilet Tissue & Related Paper Products

  • Lot 5 One Stop Shop

There are three options to engage with suppliers on this framework agreement:

  • Desktop Exercises (direct award)

  • Urgent Need (direct award)

  • Mini Competition (mini competition)

Direct Award: This method can be used where all the terms and objective conditions (award criteria) are set out within the procurement documents to allow the institution to make a decision for award of the contract. This choice must be made based on the objective criteria laid out and you cannot introduce new or amended criteria. Members interested in utilising this framework are advised of the importance of ensuring you allow sufficient time to conduct a further competition.

The framework has been broken down into 12 regions which will allow members to engage with local contractors, ensuring your projects deliver benefits to the local economy such as investment in skills and training, minimising the impact of the works on the environment, creating work opportunities for local people and supporting local businesses. A local supplier will also offer benefits in terms of project control, flexibility and responsiveness.
