New Utilities Brokerage Service Framework

By Peter McMullan

CPC are currently working on a brand new framework for the provision of a Utilities Brokerage Service for the supply of Natural Gas, Half-Hourly and Non Half-Hourly electricity. This new agreement will be the result of a fully OJEU compliant tender exercise and will be the first CPC led framework for members to procure their energy requirements through. It is anticipated that the framework will act as a one stop shop for all energy supply requirements, as well as energy consultancy, risk management, energy management reporting, bill validation, metering and Triad warning services where required.

Due to the varied energy requirements and portfolio’s of our members, we intend to create two separate lots for Utilities Brokerage Services to meet members’ requirements:

  • Lot 1 will cater for Schools, Academies, Free Schools and Private & Independent Schools
  • Lot 2 will cater for Academy Trusts, Further Education & Sixth Form Colleges and Universities
CPC has historically promoted various utilities contracts from public sector buying organisations to our membership and has had no involvement in the management or support of those contracts. CPC believe that we should be at the forefront of all services and frameworks provided to our membership and for such an important strategic procurement, such as Utilities, needs to be more involved in the marketplace.

The purpose of creating a standalone framework for Utilities Brokerage is to allow CPC members access to a specialist Utilities brokerage provider. The provider’s market knowledge, experience and capability will ensure members achieve best value from their energy supplies contracts and ensure that a member’s exposure to energy market risks are minimised.

We are pleased to inform members that the tender documentation will be available for suppliers on MultiQuote within the coming weeks, and members are encouraged to inform their incumbent suppliers so that the opportunity is not missed. Suppliers can register on MultiQuote at any time, and it is recommended that they monitor the Contracting Pipeline on the CPC website, which will give them an indication of when the opportunity will be live on the portal. It is expected that the framework will be available from 3rd September 2018.
