Introducing CPC’s Temporary & Permanent Staffing Framework

The new iteration of the CPC Temporary and Permanent Staffing Framework went live earlier this month. Following the recent DfE guidance, which came into effect in September 2026, we want to reassure CPC members that they can continue to use this framework compliantly, with rates that align with the new guidance.

Please note: the DfE guidance applies to single and multi-academy trusts. Local authority schools can also use this framework. The guidance does not apply to other education institutions, such as FE or HE providers, or to wider public sector organisations accessing support through our Crescent Services arm.

Why use this CPC Framework?

By using a CPC framework, members benefit from a compliant, transparent and supported procurement route. Use of the framework also contributes to CPC’s Giving Back charity, which has now designated £2.7 million to the education sector, supporting projects focused on SEND, wellbeing and reducing absenteeism.

The CPC framework gives members confidence that it is:

  • Compliant with the Procurement Act 2023

  • Aligned with the GCA framework supplier fee caps

  • Transparent, with salary, statutory costs and agency margin fees separated so you know exactly what you are paying and staff receive what they are promised

  • Supported by complete background and safeguarding checks

  • Structured to support procurement within the relevant financial thresholds

Members also benefit from:

  • Free temporary-to-permanent provision after 12 weeks, helping members avoid transfer fees

  • Expert support to help resolve disputes

  • Fees locked in for the full framework term: three years, with a one-year extension option

  • Ongoing support and guidance from our specialist framework manager

We understand that this framework is an essential tool for schools and academies across the UK, as we outlined in July.
