Based in Stevenage, Hertfordshire, Hart Learning Group made use of Crescent Consultancy's On Demand facility to retender their contract for a HR and payroll system (with extra payroll processing services) for its subsidiaries.
The subsidiaries to be covered by this particular procurement project were:
• Hart Schools Trust
• Hart Learning & Development
• North Hertfordshire College
The existing solution had been in place for several years and Hart Learning Group wanted to test the market. The Group had specifically wished to ensure continued value for money and also move to a fully comprehensive charging model, supporting advance visibility of all costs associated with supporting the solution. Subsequently, the project was conducted via an 'Open' Find a Tender route, as the Group’s total spend over the life of the contract exceeded the Find a Tender threshold. This status also allowed their incumbent suppliers the opportunity to participate in the tender process.
With the assistance of Crescent Consultancy On Demand, Hart Learning Group completed a compliant tender process, in line with the Public Contracts Regulations 2015, which were the applicable regulations for the framework used. Subsequently, the client organisation was able to appoint a new provider ahead of their approaching academic year.
Hart's support, provided by On Demand, included production of a comprehensive tender pack, which included a selection questionnaire, Invitation to Tender (w/system specification), pricing schedule and contract. Our On Demand team also co-ordinated the publication of the tender on the MultiQuote e-tendering portal and required notices to FTS/Contracts Finder.
