The purpose of the Framework Agreement is to provide members with a one stop shop for their Fire Safety and Detection requirements. 

The framework is separated into 4 lots and will act as a route to market for any members with a requirement for the following types of fire safety goods and associated services. Please note this list is not exhaustive. 

Lot 1 – Fire Equipment Supply and Maintenance

Fire Extinguishers (portable), Fire Blankets, Fire Buckets, Hose Reels, First Aid Equipment, Fire Safety Signs, Escape and Evacuation Equipment, Storage and Protection Equipment, Door Furniture, Fire Doors

Lot 2 – Fire Safety Inspections, Fire Risk Assessment & Consultation and Fire Safety Training 

Fire Risk Assessments, Fire Door Survey and Inspections, Fire Safety Training, Fire Safety Management Consultancy

Lot 3 – Fire Safety  Prevention Detection, Alarms and Suppression Systems

 Fire Alarm Systems, Conventional, Addressable and Analogue Addressable (Hard wired / Wireless systems), Detector Devices (Ionisation, Optical, Heat, Flame, Carbon, Multi) Fire Suppression Systems (Sprinkler, Water mist, Dry & Wet Risers) Fire Dampers, Refuge and Rescue Systems, Manual call points, Warning System/Bell Relays, Door Holder Relays, Auxiliary (Control Function) Relays, Loop Sounders, Automatic Opening Vent (service and testing), Emergency Escape Lighting.

Lot 4 – Fire Safety, Fire Alarms, Suppression Systems and Associated Services Complete Solution *Excluding Fire Safety Inspections, Fire Risk Assessment & Consultation and Fire Safety Training 

This is a one stop shop where suppliers provide products and services that are covered by the scope of Lots 1 and 3 of this framework – Fire safety equipment and Fire Detection, Alarms and Suppression systems as a complete service and goods provision. Note- this Lot will not include the scope of Lot 2 of this framework.

Please note due to the way the CPC Quote tool and Esourcing cloud work, all suppliers are listed against each lot. Only those suppliers within the relevant region can apply to your opportunity advertised.

    2.      Users of this framework can benefit from the technical support and guidance of industry experts with a proven track record of delivering economical and robust solutions for the education sector and technical guidance and support of experts. - Users of this framework may lack the in-house expertise or technical skill to determine the most appropriate fire safety system options for their institution.

    3.      Regional Sub-Lotting - Social Value - The framework has been sub-lotted by region for a number of reasons. Breaking down frameworks into distinct smaller regions gives better opportunities to SME's and will ensure that the social value benefits generated from a project are retained within the region. Equally working with locally based contractors allows for a more quality driven and responsive service from framework contractors.

    4.      Support and assistance from CPC Contract Manager - Users of this framework will be supported and assisted by a dedicated contract manager to resolve any queries and issues that arise during the course of the agreement.

    5.      Compliant With Public Contract Regulations 2015 - Users with a fire safety requirement with a total value in excess of the procurement threshold can be assured that this framework is fully compliant with all relevant regulations.

How to Use

Further Competition 

All the suppliers appointed to the framework agreement must be invited to submit responses to the Member’s further-competition tender document. The original framework agreement Evaluation Criteria should be applied in the further-competition tender document.  

Desktop Exercise 

If time is of the essence and Members are comfortable with the terms of the proposed call-off contract, and these do not require amendment or supplementary conditions, Members may use a desktop calculator to amend the criterion by up to 20 percentage points to reflect their local requirements. 

Direct Award

Direct Award can be used where the framework agreement sets out all the terms governing the provision of the required Goods and/or Services. Members are required to contract directly with the first ranked supplier
