Description

This Framework will provide Members with access to a comprehensive range of Human Resources (HR), Payroll and Employee Screening services. Suppliers will have the opportunity to offer the full range of services encompassed within the broad scope and definitions of each Lot, enabling Members to access a flexible and comprehensive service offering through a single Framework. 

The Framework has been designed to operate as a ‘one-stop shop’ for Members’ Human Resources, Payroll and Employee Screening requirements, providing a streamlined route to market for a wide range of services. It is intended to support Members throughout the full employee lifecycle, from initial Employee Screening and Recruitment, through to the ongoing management of Human Resources, Payroll and Pension Schemes. By bringing these services together within a single Framework, Members will be able to access specialist expertise and a broad range of service solutions while retaining the flexibility to select the services that best meet their individual organisational requirements. 

The Framework will therefore support Members in managing both their day-to-day operational needs and wider strategic workforce requirements, helping to promote efficiency, consistency, compliance and value for money. The Framework will cover the key stages of the employee journey, including pre-employment screening and recruitment, HR administration and advisory services, payroll processing and associated services, and pension-related requirements. This comprehensive approach is intended to provide Members with a flexible and scalable solution that can evolve in line with changes to their workforce, organisational priorities, legislation and service requirements.

Important Procurement Act 2023 requirement

It is very important for CPC members to register on the new Find a Tender Service to create your organisation’s unique procurement identifier, known as an API Key. You then need to add the API Key to your profile on our MultiQuote eSender portal to run compliant mini competitions for our frameworks. It is a requirement under Procurement Act 2023 that relevant notices are published to the Find a Tender Service and MultiQuote can only publish your notices if you have added your API Key.     This is required reading if you are considering using this framework. It tells you everything you need to know about the panel of providers, eligibility, running the mini-competition process, and evaluating bids.
  • Further Competition Template Essential
    The attached template document should assist you with running your further competition and once completed should be sent to all suppliers on the relevant framework lot. This document will need extensive modification before you run your competition.
  • Framework Call Off Terms & Conditions
    Having selected your chosen supplier, orders can be placed via the Call-Off Contract Terms and Conditions. Your preferred supplier will populate the Call-Off Contract terms and conditions with the full details of your requirement and then present you with completed Call-Off contract terms and conditions for signature.
