Mechanical and Electrical Maintenance Services tender managed for Chichester College Group which includes 5 Colleges/Campuses (Chichester College, Brinsbury College, Crawley College, Worthing College and Haywards Heath College).
Prior to the tender process each College/Campus utilised various suppliers and this tender process provided the opportunity to standardise and ensure compliancy.
The tender process and awarded contract achieved substantial savings for the Group.
CPC recommended an effective route to market that met the College Group's required timescales. Using a Restricted Find a Tender (FTS) route to market opened this opportunity up to the entire UK market and attracted a good level of interest at the first Selection Questionnaire stage.
Support provided throughout the process included:
drafting and reviewing the specification and accompanying tender documents
managing the tender on the e-tendering portal MultiQuote
hosting site visits
evaluating tenders
hosting onsite socially distanced supplier presentations
writing a recommendation report
developing contract documents
generally providing procurement consultancy support and guidance throughout the process
A total of 9 days was worked on this project by CPC and site visits and presentations were held on site and in person with the College Group, CPC and the participating suppliers in a Covid secure manner. This included limiting the number of attendees on site for both the site visit and presentations.
The Restricted FTS route to market provided the College Group's existing and local suppliers with the opportunity to participate in the tender process whilst ensuring compliancy to procurement legislation and threshold requirements.
The College Group went through a compliant process in line with the Public Contracts Regulations 2015 (PCR2015 regulations) and the result was the appointment of an experienced Supplier which could deliver the requirements of the College Group.
The College Group achieved substantial savings however, the College feel the most important point is that they now have everything asset tagged and tracked to ensure they can identify faults, order parts easily and maintain legal compliance.
