- Description
-
The re-tendered Building Materials, Tools and Hardware framework offers access to the supply of a wide range of Building Materials, Tools and Hardware Supplies which include Brick, Roofing Materials, Plasterboards, Timber Materials, Tools, and Fixings to be purchased in varying quantities. In addition to this, the framework will cater for all hand and power tools needs of CPC members.
The Framework Agreement offers CPC members a compliant route to market allowing purchases to be made at a substantial and demonstrable discount relative to the marketplace throughout the term of the Framework Agreement.
A major consideration for any quote request (regardless of lot choice) should be lead times. Members are recommended to contact suppliers before going out to tender so that an understanding can be gained of the lead times and the effect this may have on a process.

- How to Use
-
- Direct Award - Where the terms laid down in the agreement are sufficiently precise to cover the member’s requirement and the most economically advantageous offer can easily be identified, the member can award the call-off without re-opening competition. The discounts offered are available within this User Guide.
- Further Competition - Members are encouraged to engage in Further Competition to secure best value, inviting all capable suppliers on the framework Lot to participate. This can be done each time a requirement arises, or you can award to one supplier for a reasonable duration subject to performance and mutual agreement. Call-off contracts can continue after the relevant framework agreement has expired if it is a typical call-off and the purpose is not to distort competition. However, guidance suggests that the call-off should not be longer than the total duration of the framework. Members can design the Customer Requirements to reflect their individual requirements and they can change the award criteria weightings.
