This framework has been established for the provision of the following goods:

  • Prepaid Vouchers and Gift Cards including Closed Loop, Open Loop, Controlled Loop, Restricted Loop, and Implied Loop options.
  • Provide access to vouchers and gift cards in both physical options- including paper vouchers and cards- and digital options.
  • Offer access to voucher and gift card options that are redeemable in-store or online.

Offer access to both single brand and multi-retail options.

How to Use

Direct Award - where the terms laid down in the agreement are sufficiently precise to cover the members’ particular requirement and the most economically advantageous offer can be easily identified, the member can award the call-off without reopening competition. This method is recommended for ad-hoc, low value and/or low risk purchases, and institutions are encouraged to reference the framework to ensure they are obtaining framework pricing and terms.

Award through use of the Desktop Calculator - If time is of the essence and organisations are comfortable with the terms of the proposed contract, and these do not require amendment or supplementary conditions then you may award using the Desktop Exercise. 

Mini-competition - Member institutions may choose to utilise one of the three mini-competition templates depending on the lot they wish to use. Institutions should allow suppliers a minimum of 2 weeks to respond to their request. Engagement with suppliers prior to this can allow the institution to gain a fuller understanding of timescales, scope etc. regardless of which lot they are utilising

Important Procurement Act 2023 requirement

It is very important for CPC members to register on the new Find a Tender Service to create your organisation’s unique procurement identifier, known as an API Key. You then need to add the API Key to your profile on our MultiQuote eSender portal to run compliant mini competitions for our frameworks. It is a requirement under Procurement Act 2023 that relevant notices are published to the Find a Tender Service and MultiQuote can only publish your notices if you have added your API Key.
