Utilities DPS

This Dynamic Purchasing System (DPS) has been created for CPC members to procure utilities directly with reputable, reliable and competitively priced suppliers. 

The DPS has been created in partnership with Sustainable Energy First (SE First), CPC’s sole supplier on the Utilities Supplies & Services framework (Utilities Supplies & Services | CPC), allowing members to utilise a full process for purchasing utilities, from consultancy through to contracts with energy, water, and meter services suppliers.

The scope of the agreement provides Fixed, Flex and Portfolio procurement options for Gas and Electricity, Fixed and Portfolio Water procurement, and Meter Operator Services (MOP) DC/DA and AMR metering contracting options, as listed below:

·        Flexible offering, Aggregated & Risk Managed Electricity

·        Fixed Price offering, Gas

·        Fixed Price offering, Electricity

·        Portfolio offering, Gas

·        Fixed Price offering, Water

·        Portfolio offering, Water

 Metering Services

·        Meter Operator Services (MOP)

·        Data Collection and Data Aggregation (DC/DA)

·        AMR/SMETS meter installation and data provision

• Full process managed by SE First, including the procurement process and communication with suppliers. 
• Economies of scale and competitive pricing through established relationships and quality criteria.
• The DPS allows suppliers to join at any point, therefore an incumbent or preferred supplier can be invited to join the DPS and be included in the subsequent procurement process. The ‘open’ element of the DPS also allows for the introduction of innovations and emerging technologies throughout its length.
• Pre-determined, reviewed, and agreed terms and conditions by industry experts, SE First.

• Fully compliant process, adhering to the Public Contract Regulations (2015).
