Description

CPC have created a brand-new Student Transport Dynamic Purchasing System with multiple suppliers for the supply of Student Transport Services.

A “Student Transport Service” is any form of transport relating to student in an educational environment, and the following are examples of what Student Transport might constitute: -

  • Scheduled Bus services from point A to B with pickups on route.
  • Organised coach trips to points of interest and education visits.

The DPS will allow members to engage quickly with competent, capable, and committed providers and will remove many of the obstacles that members may face when using traditional tendering methods or other frameworks. 

Benefits
  1. Faster and less onerous than a full Find a Tender Services (FTS) tender process - the FTS and SQ stages have already been undertaken and no further advertisement is necessary.
  2. After the DPS has been established, members can award local contracts. By using the DPS there is no need for an authority to separately advertise its requirement.
  3. The DPS is based on generic service specifications which members can adapt to meet their specific requirements. Award criteria can be formulated more precisely for local contracts.
  4. Encourages competition - it is easier for local providers to get on to the DPS and join at any time during its period of validity.
  5. Members can undertake a further competition with all pre-qualified bidders; all qualification documentation is held centrally by CPC.
  6. By following these guidelines Members can ensure that they are adhering to EU procurement legislation.
How to Use

CPC’s Sourcing Cloud makes it easy to perform and manage further competition exercises. It’s free for CPC members to use and offers quick, compliant access to all suppliers on the DPS. Use the ‘Get a quote’ button to create a Sourcing Cloud account and send your further competition to the DPS suppliers.

How can contractors apply to be included on the Student Transport DPS?

The DPS is being managed through the MultiQuote platform (Project Ref: CA13292), interested parties will need to create an account for their organisation (if not already setup) and then navigate to the opportunity using the project reference via the “Opportunity Search” tool on the dashboard.

Once located, interested parties will then need to download and complete the “Student Transport DPS ITP” document. Once complete, all documentation should be uploaded and submitted to the portal. All applications to the DPS will be evaluated within 10 working days of receipt.

Bidders should take note of the checklist included within the ITP document and ensure all necessary documentation has been submitted with their application (failure to submit in accordance with the checklist may result in the application being rejected or delayed).
