Description
This framework is a retender of the previous Vehicle Hire, Car Club and Leasing Framework agreement. The primary focus for this iteration is around ULEV (ultra low emission vehicles), such as hybrid and electric, in a response to the UK Government’s proposed ban on the sale of new petrol and diesel cars by 2030.

The scope of the agreement includes but is not limited to vehicle hire, car club options and leasing of vehicles such as:
  • Cars
  • Vans
  • Mini-buses
  • Coaches
A new addition to this framework is Salary Sacrifice which allows employees to sacrifice a fixed amount of their salary for a brand new vehicle. Please note that this will be available under Lot 4: Salary Sacrifice, but it is still in the evaluation stage, and will be made available to members as soon as it is awarded.

Institutions looking to lease a vehicle should note that there is a minimum level of information they should provide to suppliers in order to obtain a quote. CPC have put together a Vehicle Leasing Guidance newsletter article to assist members in this area.

Members looking to utilise Lots 1 and 3 are recommended to check the individual suppliers’ pages for details of branch locations, or to engage with suppliers in advance of your tender to get confirmation that suppliers are able to service your location.

How to Use

Mini-Competition - Member institutions using this route must invite all suppliers on the lot which they are looking to use to their competition. Institutions should allow suppliers a minimum of 2 weeks to respond to their request based on the complexity of the requirements. An institution may choose to use this method where they intend to appoint a supplier to provide all fleet vehicles over a contracted period of time e.g. 3 years

Direct Award - Where an institutions requirement is urgent or lower value, they may choose to make use of this approach. This framework has been ranked, so the top scoring supplier should be approached first, and if they are incapable of supplying, the second should be approached, then the third etc
